1. Controller and scope
The personal data controller is SIA HouseNet, registration No. 40003901294, registered address: Tīnūžu iela 1A–1, Riga, LV–1021, email: info@housenet.lv.
HouseNet is the personal data controller at every site covered by this policy. The policy applies to residents, visitors, employees and anyone else entering an area under surveillance.
2. Personal data processed
Footage may show a person’s image, actions and location, together with the recording date and time. The system operates 24 hours a day, 7 days a week in motion-triggered mode.
- Audio recording is disabled and conversations are not recorded.
- Facial recognition and automated decision-making are not used.
3. Purpose and legal basis
HouseNet uses video surveillance to prevent and detect criminal or unlawful activity, protect property and the controller’s legal interests, and protect people’s safety, health and life.
- The principal legal basis is the legitimate interests of HouseNet and third parties under Article 6(1)(f) GDPR.
- Where necessary in a particular situation to protect a person’s life or health, processing may also rely on Article 6(1)(d) GDPR.
4. Camera placement and monitored areas
Cameras may cover building entrances, access roads, car parks, construction-site or property perimeters, and other security-critical areas. Camera position and angle are selected so the field of view is no wider than necessary.
- Neighbouring property, streets and pavements are excluded where reasonably possible.
- Cameras are not installed where people have a particularly high expectation of privacy.
- Recordings show an accurate date and time; equipment is maintained and protected against unauthorised access.
5. Retention
Recordings and backup copies are kept for up to 30 days and then deleted automatically. A specific segment may be retained for longer where required to investigate an incident, comply with a competent authority’s request or protect the lawful interests of HouseNet or another person, until that purpose has been fulfilled.
6. Access, recipients and transfers
Only specifically authorised HouseNet employees who need the information for their duties may access footage. Where a lawful basis exists, recordings may be disclosed to pre-trial investigation bodies, operational authorities, state security institutions, prosecutors, courts and HouseNet-authorised system maintenance providers.
- Recordings are not disclosed to the media or published on social networks.
- Recordings are not used for commercial purposes.
- HouseNet does not transfer video-surveillance personal data outside the European Union.
7. Personal data security
HouseNet applies technical and organisational measures to protect footage from unauthorised access, disclosure, alteration or destruction. Access requires authentication and viewing is organised so unauthorised persons cannot see the footage.
- Authorised employees may not alter recordings, show them to anyone without access rights or copy them to private storage media.
- The system and access permissions are reviewed regularly.
8. When footage may be reviewed
Footage is reviewed only where there is a justified need.
- Following a security incident or accident.
- Where unlawful activity is suspected.
- Following a justified data-subject request.
- Following a request from the police, a court or another competent authority.
- In another exceptional case with appropriate authorisation.
9. Your rights and making a request
You may request access to your personal data, restriction or deletion, and object to processing where the relevant right applies. To locate footage, please identify the site, date, approximate time and place, and provide a visual description of yourself. Other people’s images may be obscured before footage is disclosed.
Submit a request in person with a passport or ID card, or send a request signed with a secure electronic signature to info@housenet.lv. HouseNet will respond within the statutory period. You may lodge a complaint with the Latvian Data State Inspectorate: www.dvi.gov.lv.
10. On-site notices and policy updates
A notice displayed in a visible location identifies the controller, contact details, processing purpose and a link or QR code to this policy. HouseNet may update the policy by publishing the current version on this page.
