1. Service provider and scope
The provider is SIA HouseNet, registration No. 40003901294, registered address Tīnūžu iela 1A–1, Riga, LV–1021, email info@housenet.lv (HouseNet).
These Terms apply to use of a designated space at the unguarded car park at Tīnūžu iela 3A, Riga and form an integral part of the contract.
2. Application, allocation and contract
An online application or waiting-list entry does not itself guarantee a space or create a payment obligation. HouseNet confirms availability, allocates a space and sends the invoice and Terms by email.
No separately signed bilateral agreement is prepared. The contract is concluded when payment of the first invoice reaches HouseNet’s bank account. Payment confirms receipt, review and acceptance of the Terms version identified on the invoice.
3. Price and monthly billing
Use of one space costs EUR 60 per month, VAT included. The invoice states the space, period, amount and due date.
HouseNet issues the invoice for the current calendar month on the first day of that month. Payment is due by 23:59 on the fifth day. Timely payment extends use for the full invoiced month.
4. Unpaid invoice: days 1–10
From days 1 to 5, the previous customer’s access may technically remain active as a free payment grace period. This does not itself renew the contract or guarantee unpaid use.
If payment is not received by 23:59 on day 5, HouseNet may block access from day 6. The space is held until 23:59 on day 10 and access may be restored after payment if the space has not been reallocated.
If payment is not received by 23:59 on day 10, from day 11 the invoice may be cancelled, use terminated and the space offered to the next applicant. A cancelled invoice for a new period that did not commence creates no debt; other accrued payments and liability for damage remain unaffected.
5. Access and customer details
The barrier opens by a call from the telephone number registered with HouseNet or another method specified by HouseNet. The customer may use only the allocated space.
The customer must provide an accurate name, telephone number and email and keep them current. Access or the registered telephone number may not be transferred without HouseNet’s consent. HouseNet does not register a particular vehicle; the customer is responsible for every vehicle admitted to the site through the customer’s access.
6. Waiting list
If no space is available, the application joins the waiting list. Position does not guarantee availability by a particular date.
HouseNet contacts the next suitable applicant when a space becomes free. If the offered invoice is not paid on time or the applicant cannot be reached, HouseNet may approach the next applicant.
7. Customer duties
Customers must follow traffic, fire-safety and on-site instructions, drive carefully, park a roadworthy vehicle within the allocated bay and avoid obstructing others. The vehicle, including any trailer, load, mirrors and projecting parts, must remain entirely within the allocated bay.
- do not obstruct aisles, the barrier, gates, neighbouring bays, pedestrian routes or escape routes;
- do not park an unroadworthy vehicle leaking fuel, oil or other fluids;
- do not store fuel, gas cylinders, hazardous or flammable material, waste, tyres, parts or other items;
- do not repair, service, dismantle or wash vehicles except for urgent work needed to remove an immediate hazard;
- do not idle engines for prolonged periods, create excessive noise, pollute the site, sleep in a vehicle or use the bay for another purpose;
- do not connect a vehicle or equipment to the car park electricity supply without HouseNet’s written consent;
- the customer is liable for damage caused by the customer, vehicle, passengers or invited persons and must promptly report incidents or infrastructure damage to HouseNet.
8. Nature of service and liability
The car park is unguarded. HouseNet grants use of a designated space and reasonably maintains the barrier, lighting, cleaning and video-surveillance systems. HouseNet may temporarily restrict access for emergencies, repairs, cleaning, safety requirements or force majeure and will give advance notice where reasonably possible.
The vehicle and its contents are not accepted for safekeeping, and video surveillance is not physical guarding. HouseNet is not liable for third-party acts, theft, damage, weather events or matters beyond its reasonable control except where mandatory law imposes liability. The customer must assess whether the vehicle’s size and characteristics are suitable for the allocated bay.
9. Ending use and suspension
The customer may decline the following month by written notice to info@housenet.lv no later than the final day of the preceding month. A paid month already begun is not recalculated except where required by law or these Terms.
HouseNet may suspend access immediately for safety risks, material breaches, false details or unauthorised transfer. Where a breach can be remedied, a reasonable cure period will be given.
10. Right of withdrawal
A consumer concluding a distance contract has the statutory 14-day right of withdrawal. If the customer expressly requests performance during that period and later withdraws, a proportionate amount is payable for service actually supplied.
Notice must be sent to info@housenet.lv and clearly identify the customer, space and decision to withdraw.
11. Personal data, video surveillance, changes and disputes
By providing HouseNet with a name, telephone number and email address and accepting these Terms, the customer confirms having been informed that personal data is processed to handle the enquiry, enter into and perform the contract, administer billing and access, communicate with the customer and maintain security. Video surveillance operates at the car park. By accepting these Terms and using the car park, the customer confirms having been notified of the surveillance and having reviewed its purposes, legal basis and the principles governing use, access and retention of recordings in the HouseNet Video Surveillance Policy: https://housenet.lv/en/video-surveillance ↗. Surveillance protects the legitimate interests of HouseNet and third parties, property and personal safety and is not based on the customer's consent.
HouseNet may amend the Terms with advance email notice of material changes. Paying the next invoice after changes take effect confirms acceptance; a customer who disagrees may decline renewal.
Disputes should first be addressed through negotiation. Consumers may contact the Latvian Consumer Rights Protection Centre or another competent authority. Latvian law applies.
